Council Meeting Highlight - November 18, 2025
Council received a delegation from Bob Weirmeir, resident of West Grey, who expressed concerns with respect to using electronic voting methods in municipal elections.
Council received correspondence from Aurora Renewables Inc. requesting a municipal support resolution for the ARI Ayton Project. Council directed the Mayor to sign the IESO municipal support resolution on behalf of West Grey.
Council received correspondence from Alex Neuman, CTT Properties requesting an exemption from the Town of Durham Sign Bylaw for the installation of an 18.8 by 9.5-foot LED sign. Council approved an exemption to the Town of Durham Sign bylaw for the installation of an LED billboard sign at 437 Garafraxa Street South, Durham.
Council received a staff report regarding the Durham Girls Alumni Band instruments and approved a request from the former Durham Girls Band representatives to donate the remaining instruments to the West Grey Public Library for public lending. Council also authorized staff to reach out to local schools and youth organizations to donate additional instruments, and to dispose of any instruments or uniforms still remaining after this outreach initiative.
Council received a staff report regarding the New West Grey Official Plan for the Settlement Areas of Durham and Neustadt and adopted the updated draft Official Plan for these settlement areas. The Official Plan outlines the long-term vision for land use, growth, and development in Durham and Neustadt, and guides future planning decisions in the municipality.
Council approved completing the remaining Neustadt Library repairs including the soffit, fascia, and interior work in 2025, funded through the general capital reserve. Council supported adjusting the project timeline so that all repairs are completed by the end of 2025, recognizing the efficiencies of a consolidated approach.
Council directed staff to bring forward a revised Noise Bylaw, which addresses gaps in the current bylaw by introducing clearer standards, set fines to support compliance, and a streamlined process for requesting temporary exemptions, resulting in a more practical and less restrictive framework that continues to protect residents’ quiet enjoyment of their property.
Council shared information about upcoming community events, including:
- South Bruce Grey Health Centre will host an open house in the hospital lobby on November 28, 2025, from 9:30 a.m. until 11:00 a.m. to discuss the 2026-2030 Strategic Plan.
- Welbeck Christmas Vendor Market on November 30 from 9:00 a.m. until 3:00 p.m.
- Elmwood Tree Lighting on November 30 at 3:30 p.m.
- Durham Santa Claus Parade on December 6 at 12:30 p.m.
- Neustadt Santa Claus Parade on December 7 at 5:00 p.m.
