South Street Reconstruction
Project Scope
The South Street Reconstruction Project is a two-year infrastructure initiative designed to support the future Rockwood Terrace Long-Term Care Facility, which is scheduled to open in 2027. In addition to accommodating the needs of this new facility, the project aims to resolve ongoing flooding issues in the area by modernizing underground infrastructure and road design.
The project involves the replacement of sanitary sewer and watermain, including services to the property line, and storm sewer infrastructure. The roadway will be reconstructed to include curb and gutter, as well as the construction of sidewalk from Garafraxa St. to the existing sidewalk between Albert St. and Elgin St.
Construction Schedule/Hours
Mobilization, asphalt pulverization and the installation of temporary water supply form properties serviced from South Street Phase 2 will commence the week of April 6, 2026. Phase 2 of the project is anticipated to take 12-14 weeks to complete. The contractor, Moorefield Excavating Ltd., will be working Monday to Friday 7:00 a.m. to 7:00 p.m.
Access During Construction/Parking
The roadway will be open to local traffic during construction. There will be some localized restrictions within the immediate construction area with access available from alternate directions. Access to driveways will be provided as much as possible with some restrictions during excavations adjacent to your property. You will be advised if access is being restricted so you can move your vehicle(s).
During preparation for curb and gutter work, as well as paving, vehicles will not be permitted to park on the street during construction throughout the day, but will be allowed to park on the street after 7:00 p.m.
During construction, residents and commuters can expect:
- Temporary road closures and detours, including Garafaxa Street
- Restricted access to driveways and sidewalks at times
- Notifications in advance of any service disruptions
Efforts will be made to minimize inconveniences and maintain safe access for pedestrians and vehicles throughout both phases.
Residents are asked to bag all garbage and recycling for the duration of construction and place them at the edge of the roadway for your scheduled collection. The contractor will take all garbage and recycling to the limit of construction for collection.
lf you have mobility issues, or specific times when you require direct access to your property, please advise us so that the contractor can be made aware and assist as much as possible.
Vibrations During Construction
There will be vibrations as the soils are compacted during infrastructure replacement and road reconstruction. Any valuables or items that could be damaged due to vibrations should be moved to a safe location prior to construction.
A temporary above ground water supply will be installed prior to construction. Your water/sewer billing will be estimated based on your prior consumption. For any scheduled disruptions of service, residents will be provided notice the day prior to the event.
Replacement of Services on Private Property
The Municipality is replacing water and sanitary infrastructure to the property line. lf you wish to replace these services on your own property, you must make arrangements with a plumber to have this work completed. Any work on your property would be at your cost.
lf you are considering having your driveway replaced from the limit of construction(property line), you must make arrangements with a contractor to have this work completed. This work would be at your cost.
